Need more info on just what you're wanting to do. If you're wanting a soft rug type hide, I'd highly suggest sending it to a tannery. If you do a seasrch I think you'll find many people agreeing.

Shelled corn is corn kernels only. Nothing is ground up. Whole corn would be whole corn cobs.
Both would work equally as well. Shelled is probably easier and less waste. Not sure about cost.
