Never heard of Mexican vanilla, it's worth a try. Regular vanilla extract diluted with water also works, I've heard it smells like acorns.

Another real good cover scent is Rack-Koon by BuckStop...

Sounds like you pulled the shot just a little and hit the front leg. Blood from a muscle wound is deep red, just like you describe.

Wow, your neighbor is sick!!!! The bad thing about any kind of poison is that it is indiscriminate about what it kills. Wouldn't it be justice if it poisons his cattle or his house pets.

Cats are predators, deer fear their scent, especially their urine. You will never hear of cat urine used as a cover scent.
