Big Four Point W/O Brow Tines?

I got this large four point in Southern Michigan on Sunday 10/3 at 8:15 am. I am curious if anyone knows why a large deer like this would not grow out brow tines? I don't think it is a yearling buck?...

I use Scent Killer on my clothes and I wash with it along with the use of the deodorent under the arms. I even spray it on top of my Scent Lock clothing. I find it to be a good product.
