Actually the DOW's plan is to kill 800 deer for 5 years, which like others have said is on 99% private land. The majority of the 4,500 will be in unit 9 and several hundred in a few eastern plains...

Yep its true, unless you have a few preference points you won't hunt the eastern plains in Colorado with a rifle, resident or nonresident. All deer licenses in Colorado are now on the draw...
