BM, I'll have to respectfully disagree with you one statement.
I personally feel that with the changes made and the sheer lack of deer this past season, people are going to lose interest and hunting license sales will decline more drastically than they already have. Yes, we need to take a more sound management aproach to dealing with an over population of does in area's. But, I don't think its as bad as the Commission leads us to believe.
I second the earn a buck program. If they want to ensure that hunters fill their doe tags each year, make every take a doe. Of course the only way they will properly enforce this is by making everyone take the deer to a check station. That will cause a ruckus from the old timers!
The problem with PA's "traditions" is that they weren't helping the deer out and they were driving future hunters and old-timers away.
