That depends on the states definition of "open season". I do not believe bowhunting is considered "open season". I believe bowhunting season is a "special season". If bowhunting is in fact a seperate season by definition then it would be allowed.
NYS REGULATION...
"Coyote hunting is allowed with rifle chamberes in any cartridge, except that you may not possess a centerfire rifle afield, during the day or night, during any open season for deer in areas restricted to using a shotgun only for deer."

BHW is correct. I spoke to the DEC today to be safe and they told me that I can not use a rifle while bow season is open. So for now I am going to use a shotgun and wait till after deer season to use a rifle. Thanks everyone for your help.
