Hk45usp go with the 22 Hornet ,because of the ammo . The 218 and 219 are both faster but not by that much . It costs about 40 bucks a box for the 218 and the hornet is about half that . I have a 218Bee in a 1894 Marlin and the 22 Hornet in a Mauser bolt action . They are both centerfire rounds and they say they are legal for deer in Oregon ,but I wouldn't use them .

For accuracy and reloadability, I prefer the .218 Bee. BUT, the .218 brass is overpriced, and they really rob you if you want to buy loaded ammo!! No-one makes the .218 except Winchester. The Hornet is even a popular round in Europe, as well as here.

Nomercy, what do you mean by, "any of these three are farely small for coyotes, and if I'm not mistaken are illegal to hunt them with, at least the .218 and .219."? All three are centerfire rounds fully capable of taking yotes at short to medium range. Perhaps you are thinking of something else?

I'm a firm believer in buying a nice gun and shooting cheap. That's why I'm an advocate of the 223. Of the 3 choices you gave, I'd buy the 22 Hornet. Definitely the 22 Hornet.... see my name? Go with the CZ rifle, lots of people report REALLY good things with them... the Ruger is a nice rifle, about the same price as the CZ... If you like single shots.. get a TC Contender Carbine, or Encore (little bigger rifle)... they are tack drivers of the first order.. usually with no tuning. If money is no object, get an Anschutz bolt action, or Browning Low-Wall..(another single shot)....
The 218 is a good cartridge...maybe SLIGHTLY more powerful than a n hornet, but not enough to tell.... but they are VERY hard to find ammo for... the hornet stuff is nearly everywhere. The 219 Zipper is basically obsolete. If you want to get the most versatility out of your hornet, you need to reload... it's a blast... you'll love it.
