Default draw stop question?

there is many opinions on draw stops good and bad but i was wondering i have seen alot of archers take the rubber piece of the draw and replace it with a piece of felt around it. is it due to get to the valley with the extra 1/8 in or so on draw length.

My guess would be to help quiten it down when the stop is pulled into the limb
