It's not so much a given temp, it's the variation of temp. If it has been fairly warm, but then one day is colder than heck, they're not likely to come out that day. BUt the reverse isn't true, if it has been cold, then a mild day comes, they'll be moving all over. Squirrels are like people, they get used to their environment, so when the temp drops a lot really quickly, they don't want to go out in it, but if they get a nice day when it's been freezing, they're going to get out and enjoy it while they can. Squirrels don't hibernate, so they have to come out all winter at some point or another, they just pick the days they have to come out very carefully, that's why they stockpile food, they get enough food in their nests for a couple weeks and in case of a big snow, but they'll still come out for fresh food if it's seasonal enough.
