What are the FFL and shipping rules for primers?

I thought I'd buy up the entire supply of an orphaned new old stock of 209 primers. There're 16 bricks for $1 a pack if I buy all of them so that's 160 bucks and I thought I'd resell them one pack at a time for a profit. But before I do I wanted to know the rules for shipping to end users. Do I need an FFL and HAZMAT permit?

you are gonna spend out the butt for hazmat, for 16 bricks i will estimate more then 300 bucks in hazmat fees. but then again I'm not an expert so someone may beable to help you better then me. just awhile back I bought a keg of powder and 1000 primers and I was charged 30 dollars per item for a hazmat fee came out to 60 bucks in fees.

The Hazmat details are taken care of at the Point of Shipping. One fee of $20 should cover packages under 70lb, primers and/or powder and they can now be combined. I usually buy 32lb of powder at a time + plus whatever primers are needed. The good vendors like this one, TNT Reloading, will then waive the $20 fee. Of course, with the price you are getting, the fee won't hurt you. BTW, if this is a private seller he better have his act together. The shipper must receive any required permits and paperwork to be provided by the seller at the Point of Shipping, or the primers won't ship, at least not legally. You should ask the seller for details and price.

Guys it's not what you think. I'm buying these locally and will just drive over and pick them up. There's not any fees inbound to me. What I need to know is if I sell one pack at a time of 100 primers what would be the FFL or Hazmat rules to send out the order whether it be 1 or 15 packs?

I am not entirely sure, but I believe that you will have to pay a $20 hazmat fee for every different set of primers that you ship. It doesn't matter if you send 100 primers, or 100 packets of 100. If you ship, you will pay that fee to each different person you ship to.
