Guys it's not what you think. I'm buying these locally and will just drive over and pick them up. There's not any fees inbound to me. What I need to know is if I sell one pack at a time of 100 primers what would be the FFL or Hazmat rules to send out the order whether it be 1 or 15 packs?
I believe so. There may be a minimum quantity you could squeak under, but I doubt it. Either way, with all of the red tape involved vs quantity that may be allowed, especially post 911, it wouldn't be worth your trouble. You could peruse the CFR regs for a few hours here;
