I have tried to stay out of this because it "ticks" me off everytime I think about it... what to do? I really do not know.... but as suggested you need to getsome legal help.
Do you have a college or University nearby with a Law School or a Pre-Law curriculum? The same thing would apply to or near the city that your gun-smith lives in?
Most law schools have a "legal action" group formed to give 3rd year law students some practicle experiance. It is a free service and most would jump at a chance for this one. Also major cities and even some not so major cities have legal action groups that you could contact and they would here you out.
Even one of our local news channels in Spokane likes to here about these problems and investigate them.... see if you can find some help this way... Are you a Vet? if so you can get help that way also.

going back to the original post i would give tony knight a shout. he may have some pull. if you have solid proof as in record of calls, or emails indicating the time frame the gun stock was to be built and he didnt meet that frame i would think small claims might help.at over 3$ a gallon your gonna run up some cost for travel. if all else fails try getting some of your money back . say 300$ and tell him that will get you off his back. i doubt someone like that would give you anything back but its worth a try and the rest of the money you can file it away as a lifes lesson learned hard. if your handicapped and cant make the trip there are all kinds of organizations that might help if you feel you got taken advantage of. another thing in my opinion is many of these hunter industry types are in bed with manufacturers,service people and guide services.its all part of the business. i was burned once by a montana outfitter that was featured in a popular hunting magazine. i was promised the world . my guess is that this writer gets free hunts so of course he got all thumbs up.

why should he back out for $300 when its the other guys job to either finish what he started or refund the guys money? Backing down and taking a $200 loss wouldnt do anything but make the sorry loser $200 richer for wasting this mans time and stealing his money.

That's one of the problems when dealing with custom work
I have the same problem with saxophone repairmen,there is a waiting list for real talent,always have a back up horn.
This guy should be stand up enough to keep you informed at every step of the process.
I would get my stock and not deal with him again,nor reccomend him without spelling out how he is.
