Actually, it depends on the broadhead. Some are tough and can take that kind of punishment. Some will not survive it. The blades can break or bend. Even the ferrules can get bent. Might even snap off the threads inside your inserts. It's a good test to do on a broadhead if you question whether it'll hold together on game.
Even if the blades don't break or bend, they will not be useable until they are resharpened or replaced.

I have shot a lot of rifle bullets into water soaked (24 hours) phone books. They seem to have about the same resistance as heavy muscle tissue. I would think theythey would be OK to use for broadhead testing. Might be useful particularly in testing expandables.
