im not a coyote caller,i usually trap them.but what i presume is that when you howel, they howel back, they are just telling you not to come any closer, that is there place.Try getting closer to the cover where they are hiding.Get into there territory without them seeing you and try howeling, use a stuffed coyote as a decoy.

Trya coyote yip after you locate what area they are in. As the howler I believe is used to locate and a yip with a distress call should help to bring them in.

How often are you calling your spots? Are you setting up so that they aren't able to smell you before you can see them?

Coyotes have enough memory capacity to figure out that if it was dangerous yesterday and the day before, it is still dangerous. In other words, if you go into the same area and use the same sounds and set up in the same spot 2 - 3 times a week, then they've got your number and you will need to make some changes to how you approach the area, the sounds you use, the time of day, etc. If you're calling to the same coyotes over and over, then at this point, they will be very hard to fool! Make some changes!
