I can clarify things - in BC there are wildlife management units that are open to all but dalls. We have 4 species in BC, dalls require a draw. Mixed in and amongst those open units are closed units...

Hemi, do elk hang out that south all the time or only winter in your area? is the country like grand forks? Ive hunted GF for whitetail, and seen turkeys, muleys, and grizz - but never elk!

Aye, I too need to do more scouting this year. thing is I will miss opening deer season for the sheep hunt. Good thing is that the drainages ill be hunting for sheep have the highest densities of elk...

as for the decoy tactic; I too think its reasonable. Although they use it less here in BC, they do tend to throw out a 6pt elk in a farmers field the night elk seasn closes.
