Point of attatchment

Default Point of attatchment

In the HC class it states that the stabilizer must be no longer than 12 in, to point of attatchment. Would this be to the base of the stabilizer where it hits the bow or would it be to the end of the bolt in the end of the stablilizer where it terminates inside the bow? Help keep me legal.

Measure from the riser, where the stabilizer attaches, (point of attachment) to the end of the stabilizer.
