I think that Dr. Kroll WAS saying to let BB walk. By saying to let "young" bucks walk he is including any deer with testicles, not necessarily only deer with horns. To spare a "young" buck, and by your definition, young deer WITH horns, you MUST first spare them as BB. Seems easily understood to me at least.

You may be right, but was Dr. Kroll talking about a herd where the goal was to reduce the herd by 50%? When we reduced the harvest of fawns by 36K we also reduced the anterless harvest by 30K and as a result the herd was not reduced as was the plan.
Trying to protect certain classes of deer when the goal is to reduce the herd by 50%, simply makes no sense and does not produce the desired results.
