Disregard. The barrel was free floated and that's the front swival. Instead of discarding it, it was placed on the barrel.

Looks like an aftermarket "barrel band"...used for shooting high recoil rounds. The idea is to move the sling screw off the forearm so your front hand does not get hit by the screw during recoil...
