The Winchester is a MUCH better-made rifle than the Savage. If I were planning on keeping the thing for many years, there is no question I would go with Winchester. The trigger assembly and action will allow you (and your gunsmith) to tweak the rifle to fit your preferences as you learn what these are.

By the way, on a .270, I'd go with a Leupold Vari-X II 3x9.
