If you want quality, but can't afford it...buy used...use Ebay..etc.
Also save up an extra 50-100$bucks and you can move into a great class of scopes.
Just for reference...I spent another 125 bucks..325$ total...and I got a Zeiss Conquest 3-9x40 off ebay...
However even with 200$ bucks...I am sure any of those scopes will do well for you...

IMO the Burris FF-II is the best of the bunch. They compare real well with the Leupold VX-III line of scopes. They are a very bright and clear scope especially when you consider the price tag. They are definetly superior to Leupold VX-I & VX-II. I just bought two of these the other day. One to sit on top of a 338 ultra mag and the other to sit on top of a 300 WSM.
Next on the list and a very close second would be the Bushnell elite 3200. Also an excelent scope for the money. To my eye they are not quite as bright as the FF-II but are definetly an excelent scope.
And in third place would be the Simmons Atec or Nikon Buckmaster.
I wouldn't even consider a Leupold VX-1 or the Nikon Pro staff. Not even close to the others in quality, brightness or clarity.
You really don't have to spend $400 or $500 to get a high quality scope. You just have to know which ones to buy in order to avoid the junk.

Its hard to beat the Rainguard feature on the Bushnells if youve ever fogged up your scope because of breathing on it or holding it close to a warm face on a cold day it eliminates that prob. They have a nice Short Action 3-10-40 out now, its at Natchezz Shooting Supplies for right over 200. All of the new Bushnells are coming with free gear bags(15 dollars ship and hand). I think youd be happy with the Bushnell or the Burris. Natchez also has the Burris with a free spoting scope or free compact bino's in the 3-9-40 FF's for 200$.
Lastly Natchezz has some nice refurbished Nikons on sale also. (no I dont work for Natchez but like doing business with them)

I have a Burris Fullfield II 3-9X40 on my Remington 700 bdl in 270 win and it is a great scope I really recommend this scope for your situation. I also have a Nikon Buckmaster for my 22-250 it is also a great scope

I personally would choose the VX II or Rifleman of the Leupold line over the VX I. Plenty of scope for another fifty bucks. I bought my VXII 3-9x40 New in the sealed plastic for 250.00. Has the Multicoat 4 and is heads over any of the scopes listed in your choices. Rifleman uses positive click windage and elevation which is an advancement over the VX I. Burris FF2 is another good scope, but not superior to the VX II by any stretch. VX I, possibly, but Burris has been a pain lately for service. Leupold is practically flawless when it comes to service. Just in case, I'd go Leupold because they WILL fix it or replace itif it breaks.

I think for 200 bucks for a 3-9x40 pretty anything you get will be a good scope. Most scopes in that price range and power are decent quality. I actually don't care for the cheaper luepolds, but you can't beat thier service.
Check out the Cabela's brand scopes as well if you live near one, the Alaskan Guide models are pretty nice and Cabela's return policy is incredible.
I personally would never buy a scope off the internet, but I am weird that way. I want to hold it in my hand, look thru it and compare it to other scope before I plunk down my money. I guess I'm just old fashioned that way. Same way with archery equipment, if I can't fondle it first I don't want it
