Default Hydraulic steering problem

I've got a 2002 Stratos 19 SS Extreme Bass boat with a 200 hp Johnson. It has hydraulic steering which I know nothing about. The steering is getting very hard to turn, especially to the left. I don't have a clue how to check this system out or if I'm just low on fluid or what. Can I add fluid and bleed it somewhere? Any suggestions would be helpfull. I've had the boat a year and it has gotten worse in the last month or two. My motor trim tab has not been changed and seems to be set a nuetral.

There should be a fill up "nozzle" near the steering wheel or near where it attatches to the motor.
