Since statistics are really all that matter........
Mast crops, agricultural crops, forage in general, disease, the severity of the winters, changes in regulations (see Pennsylvania's rather new antler restrictions...give that 10 years or so to work), and most importantly the harvest or over-harvest could cause changes that would set the statistics on their noses.
No, the stats are not really all that matter...

Everyone is leaving out NE Missouri. It borders both Iowa and Illinois and is a patchwork of oak tree hardwoods and cropland. There are some monsters to be had up there.
Then again the legendary 333 7/8" buck was found dead of old age in St. Louis county, my home county[&:]...Go figure.

Being biased myself, I have to go with the greatest statistical advantage. That being buffalo county, WI. Nobody puts up the numbers like they do. (I've never hunted there, but have many friends that do.)

Wisconsin and Iowa are probably the best bets, but I think that South Dakota might be a sleeper state. Here in Minnesota there are very few to be found because of the regulations and ethics of other hunters. The best bet here would be Camp Ripley in Morrison county, it is only hunted for a cuople of weekends a year and by a few people at the base.

Dont believe me check out this site http://www.loscazadores.com these are all south Texas bucks killed this year. Even I'm amazed by the size of most of them.

I can pick a lot of states to hunt. Ks and IL I would like to hunt some day. I also want to go north of the border. So far my favorite is Md suburbs because of of the out of control population, convienence and the amount of huge deer I at least get a chance to see even though not getting near enough to them. Huge I guess is relative since I have yet to see a 190. Maybe if I did I would quit dreaming of the 160. It will happen one day. Time is on my side.
