I'm going to mention this AGAIN. Starting this season, you can indeed bait deer legally in Pa. This only applies to the special regulations counties of Bucks, Chester, Delaware, Montgomery and Philadelphia. Also, this is onPRIVATE land only! It seems some people don't read their Hunting Digest.
