Keep the place in mind and your eye's and ears open. Things change and people move. Someday maybe. Till then when you have the chance and you run into the folks around there, I would engage them in conversation and bring up the deer along with the problem associated with them and mention you know a good bow hunter who could help out, with a smile of course.
Personally there are more places to hunt than time in a life. I have no desire to shoot game that someone enjoys. Observation of game is a real education. I don't think they would mind if you studied them. Really sharpen up your eyes.
I've heard others from your state complain about the "climate" there. Sorry things are that way.
