I boil them and remove any remaining tissue with a wire brush and a knife (by scraping). Then you can whiten the plate by brushing on bleach (careful not to get the antlers), letting it sit for 1/2 hour, rinsing, and repeating as necessary.

The indians used salt. Borax works too though. You'll find a few tips here too. http://www.nativetech.org/tanning/

Put them in a pot of boiling salted water. You can add a little borax or baking soda if you like. Baking soda will give a nice white plate when finished. Cover only to the bases, boil about 10-20 min, then scrape and/or wire brush the tissues off before it cools. Wear some old gloves. Avoid chlorine bleaches they will yellow the skull plate.
