I would recommend buying the lifetime hunting license for around $300
or the sportsmans license for around $500 and something. Right now if you do and you move you still count as a resident towards deer licenses fees.
I have emailed them back to see if there will be a grandfather clause when and if they change this. Here is a copy of my latest email to and from the ILL DNR.

hmmm... interesting info, and thanks for sharing!

Almost makes it worth moving to the state for six months or however long it takes to establish residency, buying the lifetime license, and then moving back to where you were!

30 days is the requirement for residency.

hmmm... one month's rent. Interesting... Of course, the state would probably want you to switch your driver's license over as well...

If it was just having a mailing address, one month's rent would definitely be worth it!

Let us not forget uncle IRS. Where you pay your state Taxes & yes, you need an Ill. Drivers license. Born & Raised in Ill. on the Iowa border-now live in Iowa (still on the border, 25 miles from my Ill. hometown).
I just go with family & FILM them Bowhunting-they come to Iowa & FILM me-it's a great time for us all. Should have gotten the Ill. Lifetime.
You know-there are big Bucks OTHER places. Good Luck to all.

Speaking as someone who holds a lifetime hunting license(Indiana) , get it before they sober up !
Mine was $855 , not $300 , and it's still the best money I ever spent . Not all states that issue them allow you to move away without invalidating them , Indiana was the only one that I was aware of that did that until I read this thread . Indiana has also recently dicontinued issuing them , and other states are considering it as well , so jump on it before they do . If you can afford it get them for your kids/grandkids too , hunting isn't getting any cheaper .
