UPS had no problem shipping me my Black Diamond from Cabelas, and I have no FFL license, I don't see why I couldn't ship it anywhere else.

One exception to the muzzleloader-by-mail is the Thompson/Center Encore muzzleloader. Because of the ability to put a centerfire barrel on the Encore frame, they are transacted only thru FFL dealers. T/C Encore muzzleloading pistols are treated the same way, only FFL dealers.

It is puzzling why UPS would refuse to ship a ML. Cabelas, BassPro, Natchez, Midwest,... etc all ship muzzleloaders thru the mail. Gunpowder, ammunition and primers require a special 'hazardous material' fee.

Maybe the bullets were misinterpreted as being ammunition? Does NY have any special laws about firearms? Cabelas has this warning on their website:

ATTENTION: Residents of HI, IL, MA, MI, NJ, and NY please check your local laws for restrictions before ordering any black-powder firearm.
