Thank you for the e-mail. Yes, I did tell him it was OK. IN THIS CASE, this type of primer charge will not increase pressures or cause a negative effect. You might think of it as a kin to the black powder charge pressed in the bottom of a pyrodex pellet or even a flash pan powder that ignites the primary charge in a flint lock.
