OK my understanding is that you do not need a ffl to buy a ml or a barrel
so if i buy a muzzle loader that can have a center fire or shotgun barrel add to it like the encore
and i buy say a 3006 where do i do the ffl form or do i to me it would be a way for some not me i could care less to get around the FBI to buy a gun
which i doubt the FBI will let happen
do you do the form when you buy the ml or when you bu a barrel for center fire
also if yo hunt wit a encore pistol is it a handgun which means you need a ccp

If you purchase a ML with the abilty to use centerfire barrels you will to get a ffl involved...

The action is what gets controlled by ffl, not the barrels. If the action will accept a centerfire barrel either rifle or shotgun the action is a "firearm" and is subject to the ffl rules of the game. In case of the Encore it gets a little more complicated as if the action is bought as a pistol it can be made into a pistol, if it is bought as a rifle then converting to a pistol becomes illegal in some opinions. The rules of the fed firearms act of 1938 says you cannot make a pistol out of any part of a rifle. If bought as a pistol then adding a rifle barrel and stock may be legal. Too confusing for me so I don't own any Encores.

The permit you might need to use an Encore handgun for hunting depends on the state's rules where you hunt. In most jurisdictions where handgun hunting is legal, a concealed carry permit is NOT needed for hunting, since you will NOTbe carrying a concealed weapon while hunting. BUT, some kind of a pistol permit may be required where you live. For example, in many counties in New York (outside of NYC, of course), it is possible to get a pistol permit for "hunting & target" shooting, but such permits do NOT permit you to carry a concealed handgun. They are only good for the purpose stated on the permit, and the pistol cannot be carried concealed while hunting or target shooting. The Encore or Contender is not a particularly concealable arm anyway.
Check with your local game conservation officer, or better yet, the local District Attorney to find out what the rules are where you live. Before you get arrested.........

And get something in writing signed by some legal person as many local law enforcement people know less about firearm regulations than I do. I know as I have a shotgun pistol that is registered with the feds under "Federal Firearms Form One" and most local law people don't even know what FFF1 is. I gave up carrying it as I got too much flack everytime I came across a law enforcement person.
