Saskatchewan offers a good mix of colour phase and success rates are in the high 90' s. Baiting is the common practice and allowed- 1 bear limit though. A P&Y bear should be easily obtainable through most outfits(bears average about 300lbs -6 1/2 feet in the spring season which usually will get you in the 20 range for score).
I would suggest looking into Alberta as well. Lots of colour phase(blondes and cinnies seem to be more common their), baiting legal, limit of 2 and they do have some bruiser walking the forest floor. I know a number of guys who live in Sask., but guide in bears in Alberta(main reason is as I stated - they just have more opportunity on what guys want and numbers).

Howdy JCA. My uncle is an outfitter up here in Manitoba, Canada. All hunts are over bait and are set up for archery shots. All colour phases are present. The biggest bears harvested this year scored 20 11/16 (418 lbs), and 20 4/16 (392 lbs). Both bears were chocolate/brown in colour. For more info check out his website www.mountainoakoutfitters.com
