In WY for moose and sheep, I think, you get a point for every year you are unsuccesful in the draw. Points keep accumulating unless you don' t apply for 2 years in a row. The available tags are distributed to the people with the most points first. It started 7 years ago, so the maximum amout of points anyone has is, umm, 7. If there are more tags than there are people who apply in that area with 7 points, then people with 6 points get their shot, and so on. This applies to 85% of the available tags. The other 15% of the tags in each area are in a drawing for anyone regardless of points. The odds of drawing last years tags, and application info are available at gf.state.wy.us. Hope this helps!

Some states have preference point system that gives you a point each time you are unsuccessful for a draw. Different states do it differently, for instance:
Montana and Arizona have a bonus point system. For each bonus point you have, the computer will put your name another time for the draw.
Colorado has a preference point system which gets your application weighted more heavily for each point you accumulate. Colorado and Arizona, and perhaps some of the other states will allow you to put in for a point. There is usually a fee and you typically have to front the application fee which gets refunded after the draw. If you play your cards right, you can draw points and set yourself up with a good quality hunt most every year. In the years that I don' t have the points to draw a good bull tag, I usually draw a cow tag just so that I can get out and hunt.
If you are going to draw any tags this year you should get started. Deadline for Montana is next week. Deadline for Colorado is first part of April.
Good luck!

Preference or Bonus points are something that you' ll have to get use to if you want to hunt in the West. Most states have these points and depending on the state either you have to purchase a license or just pay for the points. A few states have where you can apply online and just pay the points fee and if drawn they' ll take it from your credit card. Nevada/Utah/Arizona have online pruchasing but Nevada and Arizona you' ll have to purchase a hunting license prior to applying. Utah is the easiest but your a little late. Closes by Jan 31. If applying in Colorado you' ll have to send the entire fee and if not drawn they' ll return everything but the application fee. Same is true for Wyoming and New Mexico. I haven' t tried Montana/Idaho/Oregan as of yet. Good luck.
