In WY for moose and sheep, I think, you get a point for every year you are unsuccesful in the draw. Points keep accumulating unless you don' t apply for 2 years in a row. The available tags are distributed to the people with the most points first. It started 7 years ago, so the maximum amout of points anyone has is, umm, 7. If there are more tags than there are people who apply in that area with 7 points, then people with 6 points get their shot, and so on. This applies to 85% of the available tags. The other 15% of the tags in each area are in a drawing for anyone regardless of points. The odds of drawing last years tags, and application info are available at gf.state.wy.us. Hope this helps!
