Everything I have read and been told says your biologist told you wrong. Lime doesn't move much within the soil and should be incorporated into the top 3-6 inches of soil. If your lime does happen to leach 1 inch and your forage grows roots 6 inches deep, the acid soil below 1 inch would have to be a problem for your crop.
When I get my soil tests back from the state extension office, it has a lime recommendation along with some other literature. The literature says something like "all lime recommendations are assuming an 8 inch incorporation". If you only incorporate, say 3", there is a table of correction factors. example. suppose the the suggested amout of lime is 2000 lbs per acre. with 3" of incorporation, i would just need to apply 750 lbs of 100% lime.
of course, the lime at the quarry is only 62% ECC. so that would bump me up to around 1200 lbs / acre.

I started working on my plots this past week. I got the required lime down, 8.9 tons spread by shovel with two pickup trucks, quite a job. I then tilled the ground and ran over the entire plot with an old gate, weighted with RR Ties to smooth the plot out. Grasses were starting to grow in the plots and when I tilled it left some clumps of grass and roots. My questions are: how long should I wait until I apply roundup? Will the clumps of sod hurt the seed bed and if so how can I further break up the clumps of sod? This plot is geared toward a fall clover and brassacis plot. I appreicate your comment and or opinions.

Since you want a fall clover/brasica plot .... Wait another couple weeks and spray the emerging grass .... wait another 4-5 weeks and spray grass/wees in the plot again ..... then plant your plot in say mid August.

Where are your plants roots going to be at maturity? That is the zone that needs to have the proper pH.
Lime is water soluble...so over time it will leach into deeper areas of the soil so NO you dont have to put it 20 inches deep but this is pure garbage to leave it on top and not work it in...working in just a little bit will actually speed the process of making a difference.
