When to plant rape?

I would plant soon. We planted last year in late August (north central WI) and never saw the rape come up. However, the clover came up terrific this year (2nd year). We just didn't have the time to get it down earlier.

I have a clover plot that is not doing well at all.....it never really recovered from the lack of rain last year. I want to spray, disc and plant something else in there.
Because of the lack of time to do all that, I think I'll spray it, disc it, and plant winter rye in there for this fall. The grass grew in and really choked the clover out. Next spring I'll plant it into corn for a winter food plot, and then back into clover in two years. That will give me two or three chances to knock back the weeds.
I'll have to find somewhere else to plant rape.....food plots are a lot like rifles, right? Everyone ought to have 5 or 6.......
