In moist soils your best bet for a perennial is a white clover. Make sure to soil test and correct the pH if necessary with lime. Also follow the prep directions for a clover plantiing.

I'm a fan of the Imperal Clover blend, had good luck with it. Search Imperial Clover, it's for sale all over the net.

If it floods I don't know of anything that the water won't drown in a day or so.

For northern climates, damp soil, temporary flooding, ..... Alsike clover. It handles acidity and wetness better than white or red clovers.Soil PH still needs to be checked and adjusted with lime if neccessary. You may want to plant the alsike with winter Rye as a cover crop. Rye is cheap, handles poor soils. Winter Rye and Alsike are good, cheap, first year plantings in the north until soil quality is improved with lime and fertilizer. If theyflood out, you are not out much.
