If you see trails in the snow, get on the downwind side of one that links heavy cover to a feeding area. If there are no trails, the deer are not moving and a holed up in heavy cover. I would still-hunt the cover, moving into the wind. Go really really really slow.

Sure it'll work to push the deer out, but they'll be running and pretty hard to hit a running deer with an arrow! I personally won't try a shot like that! Look for the trails in and out of a food source, they gotta eat! Good luck!

Pushing can work, but still hunting works better. This way the deer that do get up may walk instead of running. Go as slow as you think you need to, then slow down some more. If the snow conditions are quiet, you may surprise yourself with how close you can get. If it's loud snow, best to make a ground blind or use a natural blind, and keep the wind in your face.
