Too bad but that is the way it goes with public land which is often owned by all of us. Most people that have adjoining land own a bit more acreage and can get further away from the public land hunters. They have a right to hunt anywhere they want on that public land just as you do.

Check your state and the park's hunting regulations, I know here on most of the public land you have to be set up at least 100 yards from the boundary.

I own private land and I have the same problem, theres a 200 acre tract privately owned by one of our neighbors, and he rents it to out of state hunters. Out of those whole 200 acres they felt the need to build a box stand twenty yards from the land line. [:@]pisses me off but not much I can do about it. It doesn't bother my hunting that much, because I have plenty more land to hunt but it is frusrating all the same.

Just what are the details of the laws on harassing hunters?? I would assume that if you are overtly doing something to harass another hunter, even if you areon your own property, you could still get in trouble.
I don't really understand why folks are always getting mad about someone putting up a stand on/near a property line. Many of the stands in the area where i hunt are on property lines because there is generally a fence row with trees big enough to put up a stand. Also, spots where deer cross a fence are good locations.Doesnt really matter if it is an inch or a mile from your property, if they are on their own property or other land where theyhave a right to be, its not really any of your business. And this is coming from a guy who has three stands lining the boundary on the back end of his property.

Well there isn't a darm thing you can do about where they choose to hunt - it is open public property - so don't waste another second worrying about something you can do nothing about. Move on.
What can you do?
1. You said it yourself that they are lazy. So get out early and get on stand! Choose stand placements based on where these lazies will push the deer onto the property you have to hunt (once they decide to crawl out of bed I mean). This falls under the "When life gives you lemons - make lemonade" clause.
2. When you bang one, holler over and say "Thanks again for pushing another nice deerover here!" (Not exactly my style to rub their face in it but I won't think less of someone for doing it.)
3. Post the property very clearly and often.
