My state (WISCONSIN) just put a ban on baiting.
Now does this includeds salt blocks and stuff, but does it also refer to the seed that you can buy at alot of hunting stores?

Usually, this means salt blocks, mineral blocks, apples, the usuals!
Now, as far as seeds that you would uise for a food plot, I am almost certain that does NOT pertain to bating. I would check with you local game warden for a further search on the subject. Good Luck!

In my experience this means nothing. Any thing that the deer can become dependent on, eat, lick, drink etc.
As USAFBOUND said check with your local game warden or wild life dept.
