Looks like good quarry for those atlatl spear chuckers.
Personally, I would arrow that deer and bury it. Illegal or not,
it is the best thing for that doe. A friend of mine took a doe once
that was missing it's whole lower jaw, a sloppy slug hunter removed it completely only minutes before.

I hate seeing deer like this. It is a shame. I hope she didn't suffer for much longer.
Found ayearling7 years ago that someone had shot half of her face off. The deer was barely alive and not able to stand up, much less see. The season had just ended a day before. I though for sure she wasn't going to last another hour, so I let nature take over. I checked on the deer the next day expecting to find a carcus. To my disbelief she was still alive.
I did what I thought was right and nobody else could tell me otherwise. To this day I am still upset that I never acted the first time I saw her.

SuperRedHAwk, If it is in an area that is protected, contact the local game warden and talk to him about what to do. It is up to them to dispatch these diseased or injured animals. Or at the least he could authorize you to do it and give you some sort of documents to do so!
