I've been looking at the Wyoming Game and Fish website in an attempt to figure out the non-resident hunting application. I came across a section titled Hunter Management Area. I understand you need to get permission to hunt these areas, but does this replace getting drawn for a hunt area?
For example, Carter Mountain looks like it's in elk area 58. Does a non-resident need to get drawn for an elk area 58 tag (say type 6) and then apply for the Carter Mountain management hunt, OR do you apply for the Carter Mountain management hunt and you're by default drawn for elk area 58?
Thanks!

You have to go through the regular draw and get drawn for a tag. Then you can go on the F&G website in the HMA section to apply and print out your paperwork permission to hunt in that particular HMA. You carry a piece of paperwork with you and one goes in the windshield of your vehicle. Some HMAs actually have a drawing that you have to apply for and if you get drawn for the dates you want then you get paperwork authorizing you to be on the property at that time. There are also Walkin Hunting Areas (WIHAs) throughout the state that don't require you to have anything other than the proper license and tags to hunt a ranch that is listed in the guide for certain animals. There are assigned places you have to park and walk in to hunt and there are no motoized vehicles allowed. They are all signed on the ranch perimeter fencing, so they are pretty easy to find if you have the F&G guide and a decent map.
