I would say any of the High velocity steel such as Federal premium, Kent Fasteel and others would work well in a 3" # 4 load.. What kind of choke are you using? I would stick with a modified for teal.

Teal being a small duck I have been using Kent Fast Steel. For the larger ducks and goose Hevishot with Kent in the chamber for the first shot. Where I hunt the first shot in inside of 35 yds beyond that I have NO faith in steel.

Losthwy..
I have to disagree with you on steel shot. I would say the problem you have with steel shot is that you are not hitting the bird with the full load which could be due to missing or not patterning your gun. I have no problem killing birds up to 50 yards with steel. That Kent Fasteel is a hot load and I shoot it regularly. Maybe your not using the right shot size for the birds you are hunting.

I use the Remington Sportsman 3" # 6. They work very well for me. I have no complaints. Especially about the price. I switch to #4 during regular duck season.
I concidered trying to reload some of that hevishot stuff but I'm not having any problem with my cheap steel shot and it would cost me 3 times as much to reload hevishot.

Steel shot works just fine, especially for teal. They are not hard to kill, just sometimes hard to hit
We use only #6 steel on teal, regular or high velocity, doesn't matter. I've even killed a bunch with the cheap Xpert 20 gauge shells loaded with #7 shot. Believe me, I would take the small shot over the large stuff any day. I spent the better part of a box of #4's one day during the regular season on greenwings and was severely frustrated. I wished for anything at that time that I had some #6's so I could get a better pattern. And it wasn't that I wasn't on them, because I was consistently hitting them, but I was just nicking them and they were sailing into the brush. Luckily, the dog was able to get them all.
