absolute never fail plans (which by their very designation are neither sure fire nor do they always succeed) we used in Nebraska to hold them was a food plot that include milo 2 rows about 40 feet long and two rows of sweet cane about 40 feet long against a safe area like a tree line or back fence row. We then would not touch the grass for 15 feet around the two rows-provided cover, nesting, food escapes fro weather and predators and only had to be cultivated or changed ever two years. Don't exactly know why but the quail really loved it. Need to be on a high end not low end so water does not sit on the ground in the area
