The Quota Hunt Preference Drawing
Phase I of the General Gun, Archery/Muzzleloading Gun and Spring Turkey quota programs consist of two random drawings, preference and non-preference. For each type of application, customers are limited to one application per customer and one permit per customer during Phase I. Applicants not issued a general gun quota hunt permit during Phase I are eligible for the general gun preference drawing next year, even if they obtain a general gun quota hunt permit during Phase II or Phase III. Customers who are issued a general gun permit for any of their choices during Phase I loose their preference eligibility for the general gun permit drawing the following year.
Preference Drawing - Applicants who were included in the Phase I random drawing the previous year, and not issued a quota hunt permit, are given preference and upon submission of an application included in the first drawing. If you are eligible for the preference drawing, your customer record in the Total Licensing System (TLS) is marked with a preference indicator. Check your application receipt for the Preference indicator Yes or No
Non-Preference Drawing - All other Phase I applicants who are not eligible for the preference drawing are included in the second drawing.
Groups - Group applications are only accepted during Phase I. If the group leader is eligible for the preference drawing, they will have the option to establish the group as a preference only group or non-preference group. If the group is set up as a preference only group, members not eligible for the preference drawing will be prevented from joining the group when they submit their application. All group members must have preference for a group application to be included in the preference drawing. Setting the group up as a "non-preference group" does not keep you out of the preference drawing if all the members happen to have preference. It does allow non-preference members to join your group. If that happens, the application will be in the second drawing.
