NY Second chance permits

I've heard a couple times now, from reliable sources, that once the generall DMP process is complete, agents will provide any left over permits on a first come first served basis this year. Has anyone else
heard this???
The permit process now is a random event, and it is likely that even low probability areas, will have some permits available after the normal permit process is complete. Does anyone know what day this is?
I got turned down for my 2nd permit in my area, and would like to try to get in on the "last minute issuing of permits" if its a true rumor.

I too was told that October 15 is the day that they will be available. This basically means that only the gun only hunters will get them. What selfrespecting bow hunter is going to give up OPENING day on stand to go stand in line at the town clerks office?
Oh well, I guess 5 tags is enough.

I have to be curious on this First come first serve deal, and the random draw. I don't know exactly how the random draw system is figured. But what if by chance certain DMU"s have leftover permits, and some hunters have been denied permits for those areas when recieving license's. If its random draw it'd seem this could be possible if not enough people applied for permits in those DMU's by 10/1. So my point is a hunter who has alreadly recieved 1 or 2 permits could get a 3rd while other hunters haven't recieved any like both my brothers who were denied permits on both choice's different areas. I have yet to apply.

Buckalley, - I tend to agree with you. My father was denied his 1st permit for 7M and he is a landowner. I think the clerks office didn't process his request correctly, as a landowner gets an equivalent to a "prefference point". He did receive his second choice, I think 7J. If the selection is truly random, and the fist guy and the last guy applying for permits in an area have an equal shot, then there would have to be permits left over, even in the lower chance areas. So yes - I'd say its possible for some to get multiple permits for an area, while others get none. I'm not sure I have a problem with it, at least everyone has an equal chance up front
