Who do you think is to blame for the problem in PA. ?
The PGC for selling so many doe tags !!!
OR
The hunters who buy and fill all those tags !!!
My Opinion
Just because you have a tag, does not mean that you have to fill it.
You heard the saying, "Build it and they will come"
The PGC saying is, "Give them a tag and they will fill it"
Too many hunters believe the PGC reports that say there are deer behind every tree, and they fill as many tags as they can get.
Think next year you doe hunters, ask yourself these questions !!!
Are there really that many deer in the area I hunt?
How many deer am I really killing when I shoot this many doe?
How many deer will I see next year?
The PGC wants you to buy those tags, and they will tell you anything to get you to buy them!!!!

I don't hunt PA, so I have no idea what the deer densities are there, or in your area. What I have read about some areas is that there are too many deer for the habitat. I have heard for many years about guys going to PA bowhunting and seeing as many as 20-30 deer a day. That is not a good situation for the habitat or the deer. The woods are overbrowsed, and there is little to no regeneration due to browsing. The carrying capacity of the land during the winter is what you want to come close to. You can have more than that in fall, so hunters can take a certain percentage out, but still leave plenty to have fawns in the spring. I have NEVER heard of a case where regulated doe hunting caused a detrimental reduction in the herd. It definitely does reduce the herd though. If you want to see many deer per day, you will never like a program that reduces the herd, plain and simple.
I have heard the Game agency wants to lower densities to 10-12 deer per square mile. That is a reasonable density of deer for the habitat and hunters. Even so it will take a good number of years for the woods to recover.
I don't know how many deer you see a day, but as you say, if you have a tag you CAN fill it, perhaps there are too many deer.
Where I am in IN, there are at least 20 deer/mile. I can shoot 4, using antlerless tags for 3. Access to land is the problem here, so I think the F&G tries to compensate by letting the few guys that can get access shoot as many as they can use. Even so, there are too many deer. If we had a "bad" winter we'd lose a lot and the overall health of the survivors would be bad.

its only in some parts of pa like around phila but people don't let you hunt around there i asked every farm and even offered money for daily hunting. this is the first yr in many yrs i haven't gotten a deer yet.

The PGC. This government organization is more concerned in generating revenue than with the concerns of wildlife and habitat. If a program will return increasing revenue it will suceed, If revenue is flat or negative the program is doomed.[:@]

In montana this was the 1st year for a 2nd cow tag so we here in MT could kill 2 elk.BUT the deal is all 2nd elk have to be killed off of privet land.This did help all the land oners but did not help the elk population or the avrage hunter.I know of many hunters that got the extra tag and did not have a chance for the same reasion that they give out all the tags over there in pa. PEOPLA will just not let you hunt so all the deer/elk canp out on there land.

whgo's to blame? ultimately the PGC's board of directors. The over reduction in certain WMUs happened on their shift. It is they whom have allowed the action by approveing the action.
With that said, the hunters themselves are pulling the triggers. If you hunt in a WMU with low DD and just don't care what theDD is as long as you see a legal deer in your sights to kill you are a player. There is absolutely no way to justify that kill.
