I had a preference point for last year and applied for 6C and 7H. I didnt get my first choice (6C) even with preference. At least I got 7H and another prefernce point added for next year...
According to a sign at the issuer I went to there was only something like a 1.15% chance even with a prefernce point even though the state chart claims it is a medium probability.

I believe the permits are given randomly to licensees with no preference, not first come first serve, after today which was the deadline, you have to wait until mid november I think, and you can go back to where you got your license and try again and they give remaining DMPs out first come first serve limit of 2
