Is the Deer Audit a Con?


The Legislative Budget & Finance Committee has officially awarded the Pennsylvania Deer Audit contract to the Wildlife Management Institute (WMI). Will this result in a comprehensive audit to determine an accurate evaluation of PGC deer management, or is the designed intent of the Levdansky Request for Proposal (RFP) to validate the current deer management plan? We believe all indicators point to the latter.

Is WMI an unbiased outside agency? WMI was a participant in the 1999 Audubon Deer Conference, which was the kick-off to implementing the current deer management plan.

Why is the drastic reduction of the deer herd the centerpiece of this management plan? The main stipulation in granting conditional “Green Certification” to Pennsylvania state forestland was that “overabundant” deer must be killed off, or green certification will not be renewed. Without the GREEN stamp of approval, lumber from the forest cannot be sold in Europe. So in essence, Pennsylvania deer management is governed by European environmentalism.

This is a useful tool for those with other agendas.

For homegrown environmentalists, it’s a step toward the restoration of our forests to the “pristine” wilderness that existed before the arrival of Western Civilization and our hunting culture.

A drastically reduced deer herd leads to reduced hunting license sales, which leads to reduced Game Commission funds. Reduced funds lead to renewed calls for merger. It’s of coincidence that the same politician who pushed this particular RFP, has been working behind the scene for years to merge the Game & Fish Commissions with DCNR, to “build a bridge to the environmentalists.”

Of prime consideration, is 1.6 million acres of coveted gameland. A depleted deer herd and reduced license sales lead to reduced gameland use. There is a cadre of special interest groups who have been semi-patiently waiting in the wings, eager to multi-use the gamelands, relegating hunters to second class citizens on a list of stakeholders.

Why was the watered-down Levdansky RFP pushed in preference of all others? Special commendation goes to the contrarian outdoor writer John Street, who, in his article “You ain’t gonna gitcherdeer”, has shed light on the machinations behind this effort.

Since before its implementation, the ACSL has fruitlessly been asking for the science behind the deer management plan, and it appears as though we may still be asking that same exact question after the audit is complete. Are we witnessing the beginning of the end of our hunting tradition, by the guiding hand of a self-anointed hunting czar? Who or what backroom oligarchy really wrote the RFP? Surveys of deer in West Virginia show approximately 40 per square mile yet here in PA the numbers have dropped dramatically. Aerial surveys by DCNR first showed 5-10 per square mile and the second survey showed 0-5 per square mile. Where do YOU think this is headed? Read these reports and information and YOU decide for yourself.

A totalwaste of monies and man hours for sure. It wont accomplish anything. WMI was awarded the contract for this audit well what are the guidelines and I mean all of them one of these groups should know by now.

Im guessing that this biased company is gonna address what they address and that is that. What is there is there and what isnt is just too darn bad, and wether the Pa sportsmen like it or not, it will be too late. The fraud audit will carry real weight and the "deer wars" will be won by the econuts with treachery and lies.

Why spend 90,000 dollars on a biased opinion when we couldve just asked Carl Roe what he thought for free?

Since the audit has not yet been conducted, this thread is a total waste of time and is completely pointless.

Whateverthe audit may or may not conclude, it desreves to at least get an objective look before this type of poll can have any meaning.
It's more than a little bit premature to start with this whiney ass crap now.

The one thing this pollmight have been able totell us is exactly how many whiners we have that are so screwed up that they think they can know the audit is bad before it even starts. But since we have members here who have been caught with as many as 7 or more screen names, the numbers will never meanmuch anyway.

Of course, the mouth of the south will be screaming foul in bold type the whole time but he cant come up with a better qualified candidate to conduct the audit now can he?

40 state wildlife agencies and 4 provinces have used WMI without a problem for similar workand yet a very few crybaby's (with many names) are already screaming foul. Kinda makes you wonder......

BT. I agreed with you until I read the article above and also found out that WMI is only being paid $90,000 to do the entire audit.
There is no way WMI can do a legit audit of our entire deer plan over an 8 year period for what it cost them to employ 2 employee's for a year. Pike

Nope. Isnt any more acceptable to you if USP was inititiating and overseeing this. Bias is bias. Its not "unbias" just because its your side pulling the strings.

Pgc is a fraud. Guess you dont like it and clearly have a vested interest. Someone you know close friend or family who is involved in the deciet... I dont care. Fraud is fraud. It will be pointed out. Get over it whiney. It appears only 1 person actually trusts this audit, seems either you didnt vote or you dont trust it either since Bowtruck was the one vote that said he thought it legit.
