Depends on the situation, usually no but if you have probable cause you can release the occupants and "Detain" the vehicle.

I'm not saying it happens often but, lets say they find one deer hair on your tailgate that just might be probable cause.

It is not illegal to have a deer hair on your tailgate. However ,fresh blood would in fact represent probable cause to detain.
