No that 40% figure can not be any where near the actual harvest.Remember they crosscheck thousands of deer each year to determine the reporting rate. How many report cards have you send in the the last 10 years John? Are you part of the problem?
If guys are too lazy to send in a report card, what makes you think they'll go out of their way to make a phone call, especially if they're at camp?
That unhappy legislature would be the one on the house game and fisheries committe that didn't know that they were doing a highly publicized doe mortality study in the Sproul? When someone mentioned them trapping does,he asked if they were being trapped and relocated to another area of the state.I was there and heard it myself.Yeah, those guys are a bunch of gems that really understand the issues. They also were invitedbut declined toattend R.S.B's habitat tours. Why wouldn't they want to see the other side of the strory?

Mocha - my point is that John made an accusation of mismanagement yet he has no clue as to what was behind the decision to install a security system at the PGC, PFBC or elsewhere in state government. He implied that money was spent in one place when it could have been spent elsewhere which is completely false.

The reason they don't get fined is because too many cases were thrown out at the magistrate level. It's impossible to prove that the card didn't get lost in the mail.Try again.

Doug - that is exactly why the DMAP requirement for reporting got watered down. As BTBowhunter said, his sons mailed in report cards and they didn't get there. I believe him.
As one biologists said, "how much information do we really need?" If the biologists get data that is x% reliable does the little onsy and twosy really matter? When you're talking numbers in the hundreds of thousands the answer is no.
Remember, we predict political winners on a sample of a thousand or so in the polls.

I believe that the data on sucessful prosecutions vs. unsuccessful over the years proves that Doug is correct. If you have other data that disproves his contentions, I'm sure he and I would be happy to review it.

If I had data it would be worth as much to you as yoursisto me.

Here's a question ~
If Pa's. harvest report card system is so antiquated, easily abused, and questionable as to it's accuracy by many people, isn't it time to scrap this system and develop a new, more modern/accurate system from scratch ?
