I did a little web search .
Go to Wisconsin baiting rules with map link ,I think this web site should answer your quistions.
IMO if I am reading it right , in northern Wisconsin it is ok to bait deer with a 2 gallon bait limit.
Read it for yourself.

In Wisconsin I am almost positive you cannot bait at all now that the season is over. There is to be no baiting again until the day before the season like it started this last season. I am sure I read that in the new regulation book that once the season ends you are not allowed to bait again until next season, which really sucks because that even makes it illegal to put mineral out for the deer this spring!!! Which helps the does with fawning and helps the bucks grow horns.

I just talked to the DNR office in Green Bay and the lady on the phone said that since the hunting season is over placing a mineral lick is illegal. How stupid is that, you want the herd to be healthy. Not that this winter is setting any records as far as snow fall is concerned, but it is early.
Just wait untill you see the proposed gun season for next year, if you are a bow hunter, if this goes through get ready to loose the rut to gun hunting. The proposal is for a 16 day season and have it start a week earlier than normal. The T-Zone if required will be two weeks earlier than usual, and then you get the muzzle loader season the week following gun season and then the late T-Zone. I konw what you are thinking "They tried to get a 16 day season last year", well sooner or later it could happen, I hope not. Archery season is getting shorter and shorter.[:@]

No can do after the season-you can I think however get a permit (no cost) to set out mineral blocks-generally in areas where the Game Commission tells you.
